In PDO, a player's inventory contains three sheets total. The first and the second sheets are free, the 3rd sheet can be bought with Phoenix Points.
A player is given the first sheet open in his/her inventory; the second sheet can be opened by talking to Warehouse Managers in Sun City.

 

 

Simply talk to a Warehouse Manager who is stationed in the central square in Sun City and choose the first option in the conversation; he will open the second sheet for you.
