When you reach Level 20, you can go to Sun City and talk to the No-Regret Tower (259,310) to enter it.
Then, choose the first option to begin your adventure in the tower.
Remember that, the tower opens from 6 P.M. to Midnight and the monsters inside are fierce. You'd better team with other players in your venture.
